Cross-reference matrix

Also called: Compliance cross-reference, Cross-reference table

What is Cross-reference matrix?

A cross-reference matrix is a short table, often submitted with a federal proposal, that maps each Section L instruction and Section M factor to the volume, section and page where the proposal answers it. It helps evaluators find every answer quickly and shows the proposal follows the solicitation.

What it is and when it is required

Some solicitations ask for a cross-reference matrix in Section L, sometimes with a prescribed layout, and some say whether it counts toward the page limit. Where it is not required, many teams include one anyway if the instructions allow it, because it makes the evaluator's job easier.

It differs from a compliance matrix. The compliance matrix is the team's internal, row-by-row tracking of every requirement with owners and status. The cross-reference matrix is the outward-facing summary: requirement, then location in the proposal.

How to build one

Take the "answered in" column of the compliance matrix, keep the Section L and Section M rows the solicitation asks you to map, and add final page numbers once the volumes are laid out. Update it after every page change, since a stale page reference is worse than none.

Common mistakes

Teams fill it in early and forget to refresh the page numbers, map requirements to sections that only mention them in passing, or leave it out of the page count when the instructions say it counts. Check it as part of the final Gold Team or production review.

Cross-reference matrix in ProposalWorkspace

ProposalWorkspace checks every compliance matrix row against the written proposal and reports where each is answered ("Found under") or that it is not addressed, which is the information a cross-reference matrix needs.

Cross-reference matrix: questions and answers

Is a cross-reference matrix the same as a compliance matrix?

No. A compliance matrix is an internal working tool with every requirement, owner and status. A cross-reference matrix is a short table for the evaluator showing where each instruction or factor is answered.

Does the cross-reference matrix count toward the page limit?

It depends on the solicitation. Section L usually says what is excluded from the page count; if it does not, ask during the questions period.
