Section C
Also called: Description, specifications or statement of work
Updated
What is Section C?
Section C is the part of a federal solicitation in the uniform contract format that describes what the government is buying: the description, specifications or statement of work. It often holds or points to a statement of work (SOW), performance work statement (PWS) or statement of objectives (SOO), and becomes part of the contract.
What Section C is
In the uniform contract format, Section C is "Description/specifications/statement of work" and belongs to Part I, the Schedule (FAR 15.204-1, described at FAR 15.204-2; the overhaul text moves the format to 15.109). Unlike Section L and Section M, which drop away at award, Section C stays in the contract and defines what you must deliver.
Section C may contain the full work description or refer to a separate statement of work attached in Section J. Either way, it is where the tasks, deliverables, standards and place of performance are found.
How Section C shapes the proposal
Section L says how to organize the technical volume, Section M says how it is scored, and Section C says what the technical approach must address. Strong technical volumes map each Section C task to a heading or subheading so the evaluator sees the whole scope covered.
Every requirement in Section C belongs in the compliance matrix. The "shall" statements are binding obligations after award, so a proposal that silently skips one can be judged noncompliant or create a contract dispute later.
State and local equivalent
State and local RFPs usually call this the "scope of work," "scope of services" or "specifications," often in its own exhibit. The reading method is the same: list every task and deliverable, then show where the proposal answers each one.
Section C in ProposalWorkspace
ProposalWorkspace decomposes Section C or the PWS into compliance matrix rows next to Section L and M, with the source page on each row, and checks every row against the written proposal to show where it is answered.
Section C: questions and answers
Is Section C the same as the statement of work?
Section C holds the description, specifications or statement of work. Sometimes the SOW, PWS or SOO is written directly in Section C; often Section C points to it as an attachment listed in Section J.
Does Section C become part of the contract?
Yes. Section C is in Part I, the Schedule, which forms the contract. Sections L and M are instructions for the competition and are not carried into the awarded contract.
