Janitorial Services at Water Resource Center (WRC) and City Hall Buildings

The City of Watsonville Public Works & Utilities Department is requesting responses from fully licensed and insured Janitorial Service Providers to provide janitorial services for the City buildings as outlined in the Description of Work.

The City intends to issue a three-year contract to the selected janitorial service provider to begin janitorial services in January 2027 through December 2029.

Building 1: Water Resource Center, 500 Clearwater Lane, Watsonville CA 95076

Five (5) times per week cleaning (Monday through Friday) after 6:00 pm.

• Daily maintenance
• Dust and damp mop all floors
• Clean entrance area windows and spider webs
• Remove all trash, recycle, and remove food scraps from kitchen place in special compost trash with no bags.
• Reception areas and billing counter windows and counters cleaned daily.
• Kitchens, Kitchenettes, Bathrooms, and locker rooms: Clean and refill soap, napkin, female products, and paper dispensers.
• Clean, sanitize and polish toilets, sinks and urinals. Allow minimum 10 minutes contact time.
• Clean and polish all glass, mirrors, partitions, chrome, doors and countertops.
• Sweep and damp mop all floors.
• Clean and maintain waterless urinals and add blue seal, remove scale build up on sinks, showers, and around faucets.
• Report any repairs needed.
• Wipe down restroom stalls.

Building 1 Additional work: Dispose of all small garbage cans in each office space in both lab and main building. Cleaning of copy room, garbage and surface area. Cleaning of the gym room, vacuum, and remove garbage and wipe clean mirrors.

Building 2: City Hall, 250 Main Street, Watsonville CA 95076

Five (5) times per week cleaning (Monday through Friday) after 6:00 pm. The same daily maintenance tasks apply.

Building 2 Additional Works, Stairwells at 3 locations:

• Sweep stairs.
• Spot mop stairs and landings
• Wipe and sanitize handrails

City will furnish all paper towels, toilet paper, hand soap, cleaning supplies and trash can liners. Janitorial Service Provider will furnish equipment and tools, such as vacuums, dustmops, floor buffering, carpet cleaning., etc.

A schedule for floor scrubbing and floor care on a six (6) month cycle for each site must be submitted to the City’s Primary contact person.

**Submission method:** Proposal must be received electronically within the City's OpenGov Procurement portal before **5:00 pm on Tuesday, November 10, 2026**.

The Janitorial Service Provider is compliant with the Property Service Workers Protection Act, and has completed the Janitorial Services Registration with the Department of Industrial Relations (DIR). The DIR registration is **required** prior to contract execution and commencement of janitorial services.

To be considered, the Janitorial Service Provider shall answer "yes" to question 3.1.5 requiring that the Janitorial Service Provider accepts City of Watsonville standard consultant agreement, including specifically listing City’s Hold Harmless Indemnity requirements and insurance coverage requirements, without modification.

Submissions will be evaluated based on the general completeness of the response and the City's evaluation of the firm's approach, experience, knowledge, and references related to the specific scope of work requested.

Provide evidence of insurance coverage in the following amounts:

1. Commercial Liability up to **$1,000,000** per occurrence;
2. Business Automobile Liability up to **$1,000,000** per occurrence;
3. Workman’s Compensation in the statutory amount.
