Murray Dam Near Term Repairs - Advertisement Notice Only (no bids)

This is the City of San Diego's (City) solicitation process to acquire Construction services for Murray Dam Near Term Repairs. For additional information refer to Attachment A.

This solicitation is subject to full and open competition and may be bid by Contractors on the City's approved Prequalified Contractors List.

The City's estimated construction cost for this project is **$8,210,000.00**.

Submission

Bids will be received in electronic format (eBids) **EXCLUSIVELY** at the City of San Diego's electronic bidding (eBidding) site, at: http://www.sandiego.gov/cip/bidopps/ and are due by the date, and time shown on the cover of this solicitation. BIDDERS MUST BE PRE-REGISTERED with the City's bidding system and possess a system-assigned Digital ID in order to submit an electronic bid.

Prequalification

This project requires a Tier Two Prequalification process demonstrating experience on similar projects. The Tier Two Prequalification submittal documents are due no later than **November 23, 2026, by 10:00 AM**. Bidders who have not been prequalified at both Tiers will be deemed nonresponsive and ineligible for award.

Scoring and award

The low Bid will be determined by the Base Bid plus all the Alternates. Once the low Bid has been determined, the City may, at its sole discretion, award the contract for the Base Bid alone or for the Base Bid plus one or more Alternates.

• Prevailing wage rates apply to this contract: Refer to Attachment D.
• This work is covered by a Citywide Project Labor Agreement (PLA).
• Subcontracting participation percentages apply to this contract.
• Total mandatory SLBE-ELBE participation is **7.1%**.

Site visit

All those wishing to submit a bid MUST visit the Work Site with the Engineer. The Pre-Bid Site Visit is scheduled for **November 19, 2026** at 9:00 AM at EDTC (Employee Training Center), located at 5540 Kiowa Dr, La Mesa, CA 91942.
