What the bid is for

San Benito County (“County”) is requesting quotes from qualified vendors to provide a reliable, timely, and cost-effective supply of Caltrans Compliant Cold-Mix Asphalt for Road Maintenance and repair projects. The County anticipates purchasing substantial quantities on a recurring monthly basis, with additional deliveries made as needed based on project schedules, emergency repairs, weather conditions, and operational requirements.

The selected vendor shall furnish, transport, and deliver the products identified in this RFQ in accordance with the requirements, specifications, delivery schedules, and pricing provisions stated herein.

Scope

The vendor shall provide the following products:

  • Caltrans-compliant Cold-mix Asphalt
  • SS1 Oil

Vendors shall identify any product limitations, substitutions, minimum order requirements, seasonal restrictions, or other conditions that may affect the County’s ability to use the products for road maintenance and repair work.

Estimated Requirements

| Product | Monthly Estimated Quantity | Unit of Measure | Delivery Frequency |
| --- | --- | --- | --- |
| Caltrans-compliant cold-mix asphalt | 100 | Ton | Monthly or as needed |
| SS1 Oil | 1 | Ton | Monthly or as needed |

The quantities above are estimates for quote evaluation and planning purposes only. They do not represent a guarantee of purchase or a minimum commitment by the County.

Delivery Requirements

The vendor shall:

  • Provide regularly scheduled monthly deliveries.
  • Provide additional deliveries on an as-needed basis when requested by the County.
  • Coordinate delivery dates and times with the County’s authorized representative.
  • Provide prompt notification of any anticipated delay, shortage, substitution, or other issue affecting delivery.

Services must begin no later than 30 days after award of the contract or the purchase order is issued. Unless otherwise agreed in writing, as-needed deliveries shall be made within 24 hours after the County’s request.

**Delivery:** County will pick up Cold-Mix Asphalt and SS1 Oil from the Vendor location.

The material supplied shall be a plant-blended Cold Mix Asphalt (SC-3000) suitable for immediate stockpile storage, maintenance patching, and utility trench repairs. [...] The final mixture must contain a binder content between 6.2% and 6.4% by total weight of the mix.

The County intends to evaluate quotes based on overall value, including product quality, delivered cost, vendor availability, delivery reliability, distance to the job site, travel time, and the ability to deliver usable material within the required timeframe. The lowest material price may not necessarily result in the award if another quote provides better overall value or more reliable service.

The contract will be for an initial term of two (2) years with an option to extend for one (1) year. Pricing may be adjusted annually, subject to the terms and conditions set forth in the resulting contract.

CONTRACTOR shall maintain a Comprehensive General and Excess Public Liability and Property Damage Insurance, including Vehicle Coverage: **$1,000,000.00** at all times during the performance of the Contract.

**Required:** Proof of DIR registration and compliance is required to be submitted with all bids.

In purchases by the County of San Benito for goods, there is a 3% local preference, up to the amount of $500,000.
