Turnkey Self-Contained Public Restroom Pilot

The City of West Hollywood as AGENCY, invites proposal submissions through this Request For Proposals (RFP) process, to be received only by submitting electronically [...] The City seeks to award a contract to provide a turnkey pilot program providing a self-contained public restroom and all associated installation, cleaning, servicing, maintenance, monitoring, reporting, relocation, and removal services. Services to be provided for a SIX (6) to TWELVE (12) MONTH term with three one-year options to renew.

This solicitation is performance-based. Equivalent technologies that satisfy the functional and service requirements are encouraged.

Contractors shall furnish all labor, incidental trade-related materials, tools, equipment, transportation/ mobilization/ vehicle expenses/ fuel, relevant expenses, taxes, insurances, bonding, overhead and profit, traffic control, permits, and public noticing, as required, to accomplish the work in accordance with the City's contract requirements/specifications. Contractors are required to notify the City and produce required documentation when specialized subcontractors perform any portion of the work.

General work includes: Furnishing, installing, operating, cleaning, maintaining, monitoring, servicing and removal of a turnkey, self-contained public restroom for a pilot program.

**Proposals must be submitted electronically** at https://www.planetbids.com/portal/portal.cfm?CompanyID=22761 no later than **November 20, 2026 at 1:00 p.m.** Hard copies are not accepted. The system will not allow submissions to be received after the deadline.

The successful proposer will be required to furnish, within five business days of the written Notice of Award, insurance certificates and endorsements as described in the Bid Documents, a Performance Bond in the amount of one hundred percent (100%) of the Total Bid Price Per Year, and a Payment (Material and Labor) Bond in the amount of one hundred percent (100%) of the Total Bid Price Per Year, on the forms provided and in the manner described in the Bid Documents.

Commercial General Liability (CGL) insurance in an amount of not less than $2,000,000 per occurrence/$4,000,000 general aggregate. Automobile Liability with minimum combined single limit of $1,000,000. Workers' Compensation Insurance as required by applicable law & Employers' Liability Insurance with minimum limits of $1,000,000.
