What the bid is for

The City of Sandy Springs is seeking a qualified contractor to conduct a Pavement Condition Index (PCI) assessment of approximately 302 miles of City-maintained roadways, as outlined in the Scope of Services below. The City has conducted six roadway condition evaluations since its inception, with the most recent evaluation completed in 2023.

Scope

The consultant shall conduct a physical field evaluation of the 302 centerline miles of City-maintained roadways, including both directions of travel. The evaluation shall include a rating of all roadway segments using a 0-100 Pavement Condition Index (PCI) scoring system consistent with ASTM D6433, Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys, the methodology utilized by the Georgia Department of Transportation.

The data gathered shall include at a minimum alligator cracking, block cracking corrugation, depression, edge cracking, longitudinal or transverse cracking, patching, potholes, rutting, shoving, swelling, general weathering, and raveling etc., or similar condition assessments.

Recommendations shall be made as to which segments are suitable for simple resurfacing with patching, and which segments would qualify for full reclamation, compiled into four (4) individual budget recommendations as outlined below.

  • Budget 1 would indicate the necessary funding each year to maintain an average PCI of 80 using simple resurfacing and patching, as appropriate.
  • Budgets 2 and 3 to be provided by City staff at the time the report is under development.
  • Budget 4 would indicate the necessary funding each year to maintain an average PCI of 80 utilizing all recognized methods of asphalt maintenance.

The Consultant shall compare the current PCI results with the City's 2023 pavement condition evaluation to identify changes in pavement conditions and document the findings in the final report. [...] The physical field evaluation of approximately 302 miles of City-maintained roadways shall include guardrail inspection and classification. [...] The physical field evaluation of approximately 302 miles of City-maintained roadways shall include a Pavement Marking (Roadway-Striping) Assessment to document the type, location, and condition of pavement markings. [...] The physical field evaluation of approximately 302 miles of City-maintained roadways shall include a Traffic Sign Inventory and Assessment to document the type, location, and condition of traffic control signs. [...] Physical field evaluation shall include the evaluation of all City owned traffic calming devices such as concrete speed tables, concrete speed humps, concrete intersections, and concrete entrance treatments.

The Consultant shall provide two presentations following completion of the required assessments and services: one to senior City management and one during a City Council meeting.
