What the bid is for

The Cobb County School District (CCSD) is seeking proposals from qualified vendors to provide removal and disposal of hazardous waste services that shall include the segregation, packaging, transport, and disposal of surplus and waste chemicals, contaminated debris, paints, biological specimens, old custodial liquid supplies, and other types of regulated and non-regulated waste. Annual expenditures are estimated to be $50,000.

Scope

The segregation, packing, transport, and disposal of hazardous materials/waste, herein collectively referred to as "removal", will be conducted by the vendor under the supervision of the CCSD Maintenance Department and will follow the guidelines set forth by all applicable local, state, and federal laws regulating hazardous materials and hazardous waste. The vendor must possess all required government permits and approvals necessary for the handling, transport, and disposal of hazardous materials/waste and non-hazardous materials/waste. All materials/waste are to be handled in order by (1) recycled or reclaimed; (2) thermally destroyed; or (3) chemically destroyed, unless cost-prohibitive.

The CCSD desires that the vendor uses land disposal as a last, final option when removing materials/waste from CCSD. Secure landfills of biology specimens is acceptable.

Services under this contract are to be conducted during normal business hours, Monday through Friday, between the hours of 8:00 AM ET and 5:00 PM ET, and in such a manner as to create minimal disruption to District operations. CCSD will provide access when after-hour removal is recommended by the vendor.

Due to space limitations, the vendor's transport vehicle must not exceed 40 feet total length (i.e., tractor and trailer combined).

Certificates of recycling or disposal/destruction must be submitted within ninety (90) days of waste shipment and must accompany all invoices for waste disposal.

In the event the vendor cannot fulfill the CCSD's emergency request needs within one (1) working day from the work request, CCSD reserves the right to contact and contract with another vendor. [...] In the event the vendor cannot fulfill the CCSD's non-emergency needs within ten (10) working days from the work request, CCSD reserves the right to contact and contract with another vendor.

Additional information

All proposal responses must be submitted through the CCSD Euna Procurement Portal. Proposals not submitted through the CCSD Euna Procurement Portal will not be considered.

The proposal acceptance period will close on **December 9, 2026 at 3:00 PM Eastern Time**. The portal does not allow late submissions.

A committee comprised of representatives from the Maintenance Department and Procurement Services will evaluate the proposal responses based on qualifications, relevant experience, the responsiveness of proposers, as well as cost. Cost will not be the sole determining factor in the award.
