Executive Recruitment Services for City Manager Search

The City of Garden City, Kansas ("City") invites qualified executive recruitment firms to submit proposals to provide professional executive search services for recruitment and selection of the City's next City Manager. [...] The City seeks a consultant with substantial experience conducting local government executive recruitments and a demonstrated record of successful City Manager placements.

The selected consultant will assist the Garden City Commission throughout the recruitment process, including stakeholder engagement, development of a candidate profile, recruitment, candidate screening, finalist evaluation, background investigations, contract negotiation assistance, and executive onboarding support.

**Submission:** Proposals shall be submitted in electronic (PDF) format by email to Jennifer V. Cunningham, City Attorney, no later than **2:00 p.m. Central Time** on the Proposal Due Date (**November 9, 2026**). Proposals received after the deadline will not be considered.

All questions regarding this RFP shall be submitted in writing by email. Answers will be issued by written addendum posted to the City's website with the initial RFP. Only written addenda issued by the City are binding.

**No-Contact Period:** From the issue date of this RFP until the City Commission selects a consultant, proposers and their representatives shall not contact any member of the City Commission, the City Manager, or any other City official or employee regarding this RFP, except as provided in this Section 18. A violation may result in disqualification.
