What the bid is for

The City of Derby, Kansas (hereinafter referred to as the “City”) invites proposals from qualified professional consulting firms to assist in the development of an updated City Strategic Plan.

This document is a Request for Proposals. [...] the City is inviting proposals that are most advantageous to Derby, in Derby’s sole discretion for consulting services for the creation of a City strategic plan.

The City’s previous strategic plan was originally passed in 2013 and was most recently affirmed by the City Council in 2021 (*Exhibit A*). It no longer reflects the current priorities, opportunities, and challenges facing Derby’s growing community. This updated Strategic Plan will serve as the primary policy guidance document for the City Council and City staff, providing a clear and actionable framework for decision-making and organizational direction.

Scope

The City of Derby is interested in proposals that will provide professional consulting services to develop a Strategic Plan. The Strategic Plan will be developed through a focused, staff- and council-driven process with any additional community member or partner engagement beyond the optional Community Survey performed only upon recommendation by the consultant, advance approval by the City, and inclusion in the agreed project scope and fee. The successful consultant will work closely with Derby’s City Council, Mayor, City Manager, department directors and staff to identify priorities, establish goals, and build a plan that is both aspirational and achievable within the City’s operational capacity.

This RFP is organized in two parts:

  • Part 1 – Organizational Strategic Plan (Base Scope): An organization-focused strategic planning process that updates the City’s mission, vision, and values and produces a strategic plan with focus areas, measurable goals, and an implementation and performance framework.
  • Part 2 – Community Survey (Add-Alternate): A statistically valid community satisfaction survey that may be awarded (funding dependent), at the City’s sole discretion, in conjunction with Part 1 or deferred to a future date.

Part 1 Deliverables

  • Project schedule and milestone plan (submitted within 10 business days of contract execution)
  • Written summary of environmental scan and SWOT findings
  • Summary of employee input on organizational values
  • Updated mission statement, vision statement, and organizational values
  • Draft Strategic Plan document (for City review and comment)
  • Final Strategic Plan document (following City feedback and revision)
  • Executive summary (one page, suitable for public distribution)
  • Implementation matrix with assigned responsibilities and timelines
  • Performance measurement framework with KPIs
  • Final presentation to City Council within 6 months of contract execution

Part 2 Deliverables

  • Approved survey instrument and sampling plan
  • Overall results for each question on the survey
  • Final survey report (executive summary, methodology, findings, charts, benchmarking analysis, importance-satisfaction analysis, GIS maps, and tabular data)
  • Raw survey data in Excel or other format requested by the City
  • Presentation of survey results to the City Council
  • Interactive data dashboard (only if this optional alternate is selected by the City)
