What the bid is for

The Boone County Fiscal Court is accepting bids from qualified vendors for the disposal of waste, including debris, bulk items, and garbage, brought to the successful vendor by Boone County citizens utilizing County-issued vouchers. The initial contract term shall begin January 1, 2027, and continue through June 30, 2027. The contract may thereafter be renewed for up to three additional one-year fiscal year terms (July 1 through June 30) upon mutual agreement of both parties.

This program does not include liquid waste, hazardous waste, paint, mattresses, or tires. Boone County intends to provide vouchers at no cost to its citizens for waste disposal. Citizens will be responsible for transporting the waste to the successful vendor in accordance with advertised and documented guidelines and all applicable local, state, and federal laws. Boone County will subsequently reimburse the successful vendor for the number of valid vouchers redeemed.

Scope

  • The successful vendor shall operate and maintain, for the full contract term including any renewal, a staffed waste drop-off facility physically located in Boone County, Kentucky, open to the public, that accepts voucher loads and performs the voucher validation process at that location. The facility must be operating and accepting voucher loads on the contract start date.
  • The vendor shall provide a fee per voucher for approximately 3,000 voucher loads of waste per year. The actual amount of voucher loads may be less than or greater than this amount. Boone County does not guarantee any amount of voucher loads.
  • One Voucher shall be valid for disposing of debris, bulk items, and garbage not to exceed one (1) pickup truck bed or one (1) 8-foot trailer. The pile must be under 3-feet tall. The successful vendor will be responsible for charging and collecting any additional expenses incurred by the citizen delivering the waste if their load exceeds the voucher measurements defined above.
  • A voucher load is not to include liquid waste, hazardous waste, or paint.
  • A voucher load is not intended to include mattresses and tires. The successful vendor may accept these items; however, the vendor will be responsible for charging and collecting any additional expenses incurred by the citizen delivering the waste if their load includes these items.
  • The successful vendor shall accept delivery of a voucher load anytime the vendor is open for operation.
  • The vendor shall be responsible for implementing a voucher validation process at their location. This process must include the use of an electronic device, such as a tablet, capable of retrieving resident information and verifying the validity of a voucher for the applicable month. The system must also be capable of generating a monthly report that includes the date of service and the resident's address. This report must be submitted along with the monthly voucher reimbursement invoice to the Boone County Solid Waste Coordinator. No additional costs may be charged for the implementation or ongoing maintenance of this service.
  • The successful vendor shall begin accepting voucher loads at the price stated in their bid beginning January 1, 2027.
