Asphalt Materials

The Boone County Public Works Department requests bids from qualified vendors and contractors to provide services associated with Asphalt during the time period of January 1, 2027 through December 31, 2027.

It is the intent of this bid process to establish contractual source(s) for the furnishing and delivery of Boone County Fiscal Court’s requirements for the material(s) specified elsewhere herein.

Asphalt Surface and Asphalt Base mixes shall meet the current Kentucky Department of Highways Standard Specifications for Road and Bridge Construction.

Because of the uncertainty in estimating the costs of petroleum products during the life of this contract, compensation for the items described below will be subject to adjustment for all tonnage.

• Class 2 Asphalt Surface 0.38D PG 64-22
• Class 2 Asphalt Base 0.75D PG 64-22

The Kentucky Transportation Cabinet posts the Kentucky Average Price Index (KAPI) each month that will be used for determining adjustments. The index in effect on the bid submittal date shall be used for adjusting all tonnage delivered during January 1, 2027 to December 31, 2027. [...] Submittal of mix designs is not required. The asphalt content shall be figured according to these minimum requirements:

• Surface material shall be provided at a total of 5.6% Asphalt content. Adjustments will be made based on 4.48% virgin AC (assuming at 20% reduction for RAP).
• Base material shall be provided at a total of 4.5% Asphalt content. Adjustments will be made based on 3.15% virgin AC (assuming at 30% reduction for RAP).

Unless shown otherwise in bid item, it is required that the resultant order(s) be delivered complete within seven (7) calendar days after receipt of order.

**Submission method:** The Boone County Fiscal Court will receive sealed bids electronically via the County's electronic bidding system only until **2:00 pm** (local time), Tuesday, **November 24, 2026**. Bids must be submitted electronically. Late, hand delivered (paper), emailed or facsimile bids will not be accepted.

The term of this contract shall be for twelve (12) months, beginning January 1, 2027 through December 31, 2027.

Award will be made to the lowest responsive and responsible bid subject to the considerations that follow: the quality of the goods and/or services to be supplied, the conformity with the specifications, the suitability to the requirements. The delivery terms, qualifications, and references will be taken into consideration in making an award.

Unless otherwise specified, all prices contained herein and established by the bid award shall be firm and fixed for the above-mentioned timeframe. No minimum quantity requirements.

No bid may be withdrawn for a period of sixty (60) days after scheduled time of receipt of bids.
