Request for Qualifications - New Fire Station Design Criteria Consultant

The City of Hazelwood, Missouri, is considering using a design-build process for the construction of a new fire station at a site expected to be acquired at or near the intersection of Lindbergh Blvd. and Fee Fee Hills Drive. To initiate that process the City is requesting Statements of Qualifications from licensed architectural firms and licensed engineering firms to assist the City in the development of project design criteria, requests for proposals, evaluation of proposals, the evaluation of the construction under a design-build contract or a progressive design-build contract to determine adherence to the design criteria, and any additional services requested by the City to see to successful completion of the project, and represent the City's interests in relation to the project.

SOQs must include the following:

• **Licensure:** Confirmation that firm professionals are licensed to practice in the State of Missouri.
• **Scope:** Identification and description of services provided by the firm relating to design criteria consulting services for design-build projects in accord with Section 67.5060, RSMo. civil engineering, feasibility studies, conceptual site layout, architectural design, grading, utility design, and structural planning, as applicable.
• **Submission Details:** Firms should provide a company profile, resumes of key personnel, evidence of similar projects, and references.
• **Project Experience:** Evidence of at least three relevant projects completed within the last five years. The City also expects submissions to specifically describe prior experience of key personnel as design criteria consultant for design-build projects in Missouri.
• **Design-Build Recommendations:** The City has not used the design-build approach for prior civic projects and would like submissions to include the firm's assessment of advantages and disadvantages of using the design-build method in general and specific recommendations as to use of that approach for this project.
• **Sub-consultant Usage:** Identification of any subcontracted professional services.

Written SOQs must be submitted no later than **3:00 p.m., November 20th, 2026**, at 415 Elm Grove Lane Hazelwood, MO 63042. SOQs must be delivered in a **sealed envelope** with the words "HAZELWOOD FIRE HOUSE SOQ c/o Interim City Manager James Hudanick" printed on the envelope. The City of Hazelwood, Missouri reserves the right to reject any and all SOQs.
