BM26083 Pembroke Roof Replacement

OPWDD’s Broome DDSO is soliciting quotes for Roof Replacement Pembroke IRA.

Located at: 22 Pembroke Drive Binghamton NY

The vendor shall provide all labor and materials necessary to complete the work in a professional manner according to scope of work and architectural drawings if supplied. Work is to be completed within 60 days of award, unless modified below. This is a NYS Public Works project and prevailing wages are to be paid.

Replace the entire Roof System over Residence and add gutter leaf guards

**SCOPE OF WORK** includes, but is not necessarily limited to the following:

• Remove the existing 2 layer asphalt shingle roofing system complete down to the existing wood decking. Any damaged decking contact OPWDD for a change order.
• Provide and install a new 30-year asphalt shingle roofing system complete, including all flashings, underlayment’s, ice barriers, venting, accessories, and other roofing materials as required for a complete system.
• Remove and replace exhaust vent covers as per existing, typical. Exhaust vents must be installed to go above the roof line per code requirements
• Remove and replace drip edge at all eaves and gables, typical.
• Flash all penetrations, typical.
• Remove and replace ridge vents on all ridges, typical. Verify soffits are continuously vented along eave line everywhere.
• Install maintenance free gutter leaf guards on all existing gutters around the entire house.
• Venting is required for roof systems over conditioned spaces.
• No asbestos-containing materials may be used.
• All work done shall comply with NYS Building codes and all other applicable codes.
• Work must be warrantied for any defects in the roofing or other failures for a period of one year from the time Contractor is paid for the job.

Gutters shall have a Gutter Pro leaf guard installed (or approved equivalent) designed to work with the gutters. The leaf guard shall be of a maintenance free type and constructed out of 22 gauge aluminum or thicker and be supported every 16” on center. Screen type leaf guards will not be acceptable

Site must be cleaned, and all materials secured at the end of each workday. All exits are to remain clear, at all times during the roof project. Absolutely no scraps, especially fasteners, are to be left unsecured. Upon completion of (Roof Replacement), before removal of equipment and scaffolding, contractor is to schedule a quality control and quality assurance inspection with point of contact.

Absolutely no weekend work, unless cleared by OPWDD Supervisors.

If your company would like to be considered for this project, please review the attached documents and submit your quote using the *Official Bid Form* (attached) to brm.bids@opwdd.ny.gov no later than **5:00pm on 11/17/26**.

The Vendor will be responsible for attending the **mandatory** site visit at the site location prior to submitting a quote. You must sign into the site visit for your bid to be valid. Contractors must arrive to the site visit on time as late arrivals will be ineligible to submit quotes.

This is a Public Works Project and Prevailing Wages **MUST** be paid. Vendors/sub-contractors must be registered with NYS Dept of Labor to submit a quote. A copy of the certificate is to be sent to us with your quote.

Contract Term: 60 days of Award

The Broome DDSO intends to award the contract to the most responsible and responsive vendor that provides the lowest cost and meets the requirements detailed in the scope of work. Broome DDSO reserves the right to reject all quotes. In the event of a tie, contract will be awarded to the Contractor whose bid was received earliest.

The awarded vendor will also be required to submit certificates of Liability Insurance and Worker’s Compensation Insurance as well as completed Lobbying Law Forms, and signed Appendix A.

Quote Amount **MUST** be valid for 90 days AFTER Bid Deadline.
