County of Chemung Department of Social Services (DSS) seeks proposals from qualified community agencies (“the Contractor”) to work collaboratively with the Chemung County Department of Social Services (lead agency), Chemung County Probation Department, Chemung County District Attorney’s Office, and local Law Enforcement (such as the Elmira Police Department (lead agency) and Chemung County Sheriff’s Office) to identify and engage TANF‑eligible youth who are at risk of criminal justice involvement, including referrals from SNUG violence‑prevention programs as well as youth experiencing homelessness, foster care involvement, disabilities, or other vulnerabilities.
It is the intent of the County to select a qualified contractor(s) to provide timely, cost-effective Youth Employment Program (YEP) Services.
The contracted provider must also align program operations with local violence‑reduction strategies and promptly report any concerns affecting youth safety or program compliance.
NYS Office of Temporary and Disability Assistance guidance for the Youth Employment Program (YEP) was issued on September 1, 2026, through Local Commissioner’s Memorandum 26‑LCM‑16. The Youth Employment Program operates annually from September 1 through June 30, contingent upon NYS Office of Temporary and Disability Assistance funding and county participation in the New York State Gun Involved Violence Elimination (GIVE) initiative. YEP is a TANF‑funded employment program for eligible youth ages 14 to 20, designed to reduce community gun violence and support long‑term economic stability among at‑risk youth.
