PCMC is inviting bids from qualified persons or firms ("Bidders") to provide Construction Services to Install Two Variable Message Signs and Connect Them to Existing Power Sources.

Install two owner-furnished Cleverciti variable message signs and provide a permanent power connection from existing owner meters to the signs. Includes supply of all materials and hardware other than the signs themselves.

The project substantial completion date shall be December 31, 2026, if Bid Schedule 1 is awarded and April 30, 2027, if Bid Schedule 2 is awarded. Final completion shall be 30 calendar days after the substantial completion date.

The intent of Additive Bid Items in the Bid Schedule is to allow the Owner, if items are encountered, to pay for said items in accordance with established Bid prices. All Bidders are required to submit a bid price for all additive items.

**BIDS DUE:** By 11:00 a.m. on Thursday, November 19, 2026.

Submit Bids electronically via Utah Public Procurement Place ("U3P"). The Bids will be opened after the submission deadline.

**BID SECURITY:** A Bid Bond in the amount of five percent (5%) of the maximum bid prices is required.

Bids will remain valid for 90 days after submission.

A pre-bid meeting will not be held. Bidders are strongly encouraged to visit the project site and submit questions or requests for clarification to U3P by the questions deadline established in this Invitation for Bids.

Contract start date will be on or after December 11, 2026.

To demonstrate Bidder’s qualifications to perform the work, Bidder shall submit with its Bid (a) written evidence establishing its qualifications such as financial data, previous experience, and present commitments and (b) evidence of [...] Bidder’s current State of Utah E100 or B100, and E200 contractor licenses [...] Three similar projects completed within the last five years.
