What the bid is for

The Milwaukee Metropolitan Sewerage District (District) is issuing this Request for Proposals (RFP) to solicit proposals from qualified vendors (Consultants) for the creation of a strategic plan and associated performance measures.

The main objective is to assist District staff in the development of a three-year strategic plan. The general scope of services for this contract includes facilitation of the strategic planning process and drafting the plan and performance management metrics.

Scope

The consultant will be required to provide professional consulting services to assist in defining the scope and reach of the District’s next three year strategic plan through group facilitation and consensus-building. The District desires an inclusive process involving input from District staff.

The professional consultant for the Strategic Plan would be expected to attend and facilitate the staff strategic planning meetings and provide guidance around best practices regarding strategic planning. The consultant will deliver advice and guidance around the process to identify the District’s core values, priorities, goals and outcome measures. The consultant, with staff involvement, will identify the role and goals for the District’s future with respect to major initiatives and opportunities. The consultant will also develop tools to evaluate progress toward achieving the project goals.

The deliverable from this scope will be:

  • Environmental scan: A review of both the District’s external and internal environments including an assessment of trends that may impact the District; best practices, innovations of similar special districts, as well as opportunities for collaboration.
  • Goals, objectives, and strategies: An outline of what the District hopes to achieve over the next three years. The goals should align with the District’s existing planning efforts, including but not limited to its 2050 Facilities Plan - Amendment, Vision 2035, Energy Plan, Resilience Plan, and Outreach Plan.
  • Timeline and responsible parties: An overview of when the District’s strategies are to be started and completed; a listing of divisions that take responsibility for making sure each strategy is addressed.
  • Monitoring success and key performance indicators: A strategy for identifying key performance indicators to be used to regularly monitor progress on the strategic plan.
  • Considerations for the next planning process: An overview of the successes and challenges of the strategic planning process. This section may include advice to linking strategic plans to budget priorities and capital plans.

The consultant will complete a draft strategic plan using the planning process referenced above. The draft Strategic Plan should incorporate elements of the Effective Utility Management Primer and the U.S. Water Alliance’s “An Equitable Water Future” whitepaper. The consultant will obtain input and comment from management staff to ensure appropriate reflection of all interests associated with the successful implementation of the Plan. Performance measures must also be a feature of the Plan to enable progress to be regularly reviewed.
