What the bid is for

The Milwaukee Metropolitan Sewerage District (District) is issuing this Request for Proposals (RFP) to solicit proposals from qualified vendors for preliminary engineering services related to the inspection and condition assessment of the Franklin-Muskego Force Main.

The purpose of this project is to assess the current condition of the Franklin-Muskego Force Main and associated cathodic protection system to develop recommendations and improvements to extend the useful life of the assets and maintain service to the area. The Franklin-Muskego Force Main conveys wastewater from the Cities of Muskego and Franklin to the District Metropolitan Interceptor Sewer (MIS). The force main was constructed in 1984 and includes approximately 16,090 total feet of polylined ductile iron pipe (DIP) with an 8-millimeter polyethylene exterior wrap.

Scope

The condition assessment will include the MIS force main that is owned and maintained by the District, including: the remainder of the 24-inch diameter force main from the Waukesha-Milwaukee County line to the St Martin Pump Station, the 30-inch diameter force main, and the 20-inch diameter force main, and the District cathodic protection system. The contract will also include condition assessment of the City of Muskego Force Main Assets.

  • Using inspection results and past assessments, perform condition assessment of the force main.
  • Evaluate cathodic protection system, using inspection results, to determine why it is not functioning properly
  • If the cathodic protection system is still needed, determine the most cost-effective solution to restore the system to operable condition
  • Quantify the remaining useful life of the force main infrastructure
  • Develop a report that includes evaluation of alternatives for repair and for infrastructure improvements that will extend the useful life of the infrastructure by at least 50 years.
  • Develop life cycle cost estimates for alternatives
  • Recommend infrastructure improvements
