The State of California, Department of General Services (DGS), Office of Fleet and Asset Management (OFAM) has thirteen (13) parking facilities in Northern California and the Bay Area. OFAM is procuring services to operate and maintain motor vehicle parking facilities pursuant to Government Code 14678.

You are invited to review and respond to this Invitation for Bid (IFB) for parking system maintenance and repair services being offered by the Department of General Services, Office of Fleet and Asset Management (OFAM).

The Bidder shall provide all labor, equipment and materials required to provide maintenance and repair services as described herein to parking lot physical access control equipment (See Exhibit A, Attachment 1, Equipment List) in accordance with manufacturer’s standards to repair and restore systems as described in the Sample Agreement, IFB Attachment 9.

Services to be provided will include:

• Preventative Maintenance (to include inspection and testing)
• Repairs.

Services will be performed at the following (13) thirteen locations in Sacramento, Stockton, Fresno, and the Bay Area.

The State anticipates a two (2) year term of this contract. The State will have the sole option to extend the contract term for one (1) additional one (1) year term at the contracted rates in Exhibit B, Attachment 1, Cost Sheet.

The Bidder’s required services are provided in Attachment 9, Sample Agreement. The winning Bidder will be required to adhere to all Agreement terms as indicated in Attachment 9, Sample Agreement.

**Submission method:** The Bidder will deliver their sealed bid in such a way that the outside is clearly labeled. Mailed bids shall be sent to the address above. Hand delivered bids shall be placed in the DGS/OBAS Bid/Proposal Drop Box located in the lobby at 707 3rd Street, West Sacramento, CA 95605. Facsimile (FAX) and electronic submissions will not be considered.

**Evaluation:** Contract award, if made, will be awarded to the Bidder whose bid has the lowest responsive responsible submission. In the event of a tie, representatives of the State will flip a coin to determine the winning bidder.

**Insurance:** A Bidder must submit current proof of insurance for only the following:

• General Liability
• Commercial Automobile Insurance
• Worker’s Compensation

The COI or proof of insurance documents will be named *Attachment 7, Proof of Insurance*, and be submitted with the bid.

**DVBE:** The required participation for this Agreement is **3%**.

**Contract term:** The State anticipates a two (2) year term of this contract. The State will have the sole option to extend the contract term for one (1) additional one (1) year term.

**Site visits:** The non-mandatory walk-through for each facility is scheduled according to the Key Action Date listed above. Bidders will need to present identification and sign in at each facility.
