Concrete

The Boone County Public Works Department requests bids from qualified vendors and contractors to provide services associated with Concrete Retaining Wall Block during the time period of January 1, 2027 through December 31, 2027.

It is the intent of this bid process to establish contractual source(s) for the furnishing and delivery of Boone County Fiscal Court’s requirements for the material(s) specified elsewhere herein.

**Term:** The term of this contract shall be for twelve (12) months, beginning January 1, 2027 through December 31, 2027.

All prices contained herein and established by the bid award shall be firm and fixed for the above-mentioned timeframe. No minimum quantity requirements.

Any goods to be delivered to a County location shall be coordinated with the Contract Administrator prior to delivery. Such goods shall be delivered F.O.B. Destination, freight prepaid and allowed. [...] Unless shown otherwise in bid item, it is required that the resultant order(s) be delivered complete within seven (7) calendar days after receipt of order.

The quantities shown are estimates only and the County reserves the right to purchase more or less of any item in accordance with its actual usage.

General Specifications

• Concrete blocks furnished under these specifications shall measure approximately 2’-0” in height and width and shall be approximately 6’-0” in length. On the top, there shall be a projecting triangular keyway, running the full length of the block approximately 6” in width and 3” in height. A similar recessed keyway shall be on the bottom of the block. On one end of the block shall be a projecting triangular keyway, running the full height of the block, approximately 6” in width and 3” in height. A similar recessed keyway shall be on the opposite end of the block.
• There shall be at least one lifting device embedded in the top of the block. The lifting device shall be of sufficient size and strength to be utilized in lifting, loading, and placing the block.
• The blocks shall have a smooth, straight surface on the top, bottom and ends to allow for close fitting horizontal and vertical joints.
• The blocks shall be made of poured concrete that is a by-product of ready-mix concrete production.
• Boone County realizes the importance of having a waste management policy and supporting recycling industries to further such policy. Therefore, preference may be given to purchasing items containing recycled material whenever practicable and feasible.

The Boone County Fiscal Court will receive sealed bids electronically via the County's electronic bidding system only until **2:00 pm** (local time), Tuesday, November 24, 2026 from qualified vendors to perform the services associated with Concrete Retaining Wall Block. Bids must be submitted electronically. Late, hand delivered (paper), emailed or facsimile bids will not be accepted. Bids will be opened online at the time listed above.

No bid may be withdrawn for a period of sixty (60) days after scheduled time of receipt of bids.

The award will be made to the overall best bid meeting these specifications. Award will be based on the following factors (where applicable): (a) adherence to all conditions and requirements of the bid specifications; (b) price; (c) qualifications of the bidder, including past performance, financial responsibility, general reputation, experience, service capabilities, and facilities; (d) delivery or completion date; (e) product appearance, workmanship, finish, taste, feel, overall quality, and results of product testing; (f) maintenance costs and warranty provisions; and (g) repurchase or residual value.
