Airport Refueler Truck FY27

The City of Lebanon, Missouri (“The City”) invites bids from qualified organizations for the purchase of one (1) New 2025 or 2026 100 LL Refueler truck for the Airport. This bid will include vehicle, tank, warranty, preparation and delivery.

The bidder shall provide one (1) New 2025 or 2026 100 LL Refueler truck for the Airport to the City of Lebanon in accordance with the specifications stated herein. [...] Unless otherwise specified herein, the bidder shall furnish all material, labor, facilities, equipment, and supplies necessary to provide the deliverables required herein.

Vehicle Specifications

One (1) new 2025 or 2026 100LL Refueler Truck that meets or exceeds the requested specifications. All items appearing in Manufacturers published literature and specifications as standard are assumed to be included in bidder’s bid.

• Color: Any
• Chassis: Isuzu NRR or similar make chassis, gasoline engine, automatic transmission with PTO opening, cab air conditioning and heating, engine hour meter, and airport exhaust package.
• Automatic with overdrive.
• Heavy duty electric power assist steering.
• Tilt steering wheel
• Tank: aluminum or stainless steel, 1400 gallon, baffled in accordance with DOT 406, spring loaded tanks sumps, low point line drains.
• Delivery System: 40gpm PTO driven pump, 1" x75' over the wing hose with an OPW 295 or equivalent nozzle, single wrap electric hose reel, low level shut off float.(with warning light on control board.
• Metering System: TCS3000 meter system (or equivalent) with appropriate register head.
• Filtration: filter/monitor system to include particulate and water absorbsion.shut-off valves before and aft of filter canaster.
• General Safety: Battery disconnect switch, rotating or flashing amber beacon Light, 2-20lb fire extinguishers. Back up horn with camera (preferred), ladder hanger brackets.
• Fuel Loading: a bottom loading system with Scully shutoff system including primary and secondary shutoffs, adaptor for connect (fuel farm side).
• Fueling Safety: static ground reel, diff pressure gauge (with test valve), pump pressure gauge, emergency shutdown system.
• Complete electronic operation and maintenance manuals TO INCLUDE ELECTRICAL SCHEMATICS, NFPA 407 and avfuel decal package applied.
• Must be highway legal with taillights, brake lights, horn, wiper, ect.
• ATA-103 and NFPA 407 requirements must be met.
• Complete training on functionality of the vehicle
• All must meet FAA requirements, MO Department of Weights and Measurements, MODOT Aviation and MODNR.

**Submission:** Bids will be accepted until **2:00 PM Tuesday, November 24, 2026**. Bids shall be submitted **electronically** through the Ion Wave e-bidding portal on or before the day and hour set for opening the bids. No bid received after the time fixed for receipt will be considered.

Vendors must complete registration at least seven (7) calendar days prior to the bid opening date.

Bids shall be made only on forms provided therefore, properly signed and with all items filled out. Do not alter the bid form language in any way.

Selection of the successful proposer will be determined by a combination of complete documentation as required in this bid submission, equipment best value, and total cost.

Bidder agrees that this bid shall remain valid and may not be withdrawn for a period of thirty (30) calendar days after the scheduled closing time for receiving bids.

The City of Lebanon will exercise their tax exempt status and require that the Bid Amount NOT include sales tax on materials.
