Description

From the agency listing

The Project converts both schools from gas-fired boiler heating to closed-loop geothermal ground-source heat pump systems.

The design team is developing a distributed water-source heat pump / ambient loop system in which classroom and zone heat pumps connect to an ambient loop served by a geothermal wellfield.

What the bid is for

Parkrose School District No. 3 (Owner or District) solicits proposals from construction firms interested in providing Construction Manager/General Contractor (CM/GC) services for the Russell Elementary School and Shaver Elementary School Geothermal and Energy Resilience Conversions (the Project).

The Project converts heating and ventilation at Russell Elementary School and Shaver Elementary School from gas-fired boiler systems to geothermal ground-source heat pump systems. The work includes closed-loop vertical geothermal wellfields at both sites, a distributed water-source heat pump / ambient loop system, ventilation upgrades including conversion of the existing below-slab air tunnels at Shaver Elementary School for dedicated outdoor air and relief, related electrical service and controls work, and commissioning. Both buildings will remain occupied during the school year.

The Project is funded through the Portland Clean Energy Community Benefits Fund (PCEF).

Scope

The CM/GC shall provide the services described in the sample contract (Exhibit 1), in which the basis of payment is the Cost of the Work plus a Fee with a Guaranteed Maximum Price, as well as the following:

  • An integrated Project team approach is required, including participation in design workshops at design milestones, and use of target value design, open-book estimating and documented scope and risk decisions.
  • Preconstruction services: evaluate the budget, program, reference data and design documents prepared by the design team. Prepare open-book estimates with trade-level detail, escalation and stated assumptions at each design milestone. Develop a geothermal loopfield and subsurface risk plan addressing documented gravel, cobble and boulder layers, lost drilling-fluid circulation, casing, rig access and staging, drilling-fluid containment and disposal, header vault excavation and lateral routing.
  • Develop phasing and site logistics for occupied elementary campuses, including student and staff safety, separation of work areas, noise, dust and silica control, access, and use of summer and non-student days.
  • Construction phase services: The CM/GC shall manage construction, including provide all supervision, coordination, labor, materials, tools, equipment and subcontracted items necessary for the Project. Construct the complete loopfield through the geo-exchange contractor [...].
  • Coordinate commissioning with the Owner's commissioning agent from design through turnover.
  • Upon completion, provide a Final Report and Final GMP Reconciliation.

The scope above is a general overview and does not relieve the CM/GC of its responsibility to perform all services necessary for the Owner to receive complete, fully operational geothermal heating and ventilation systems at both schools, on schedule and within the GMP.

**Heating Operational Milestone** (all heating systems commissioned and fully operational at both schools): **October 1, 2027**. The Heating Operational Milestone is a hard deadline.

Additional information

Proposals shall be submitted electronically through **OregonBuys** under solicitation number S-P26603-00018306. Proposals must be received no later than **2:00 PM Pacific Time on Thursday, November 19, 2026**. Proposals received after the deadline will not be considered.

**Mandatory** prequalification: Proposers shall self-certify these qualifications on the *Prequalification Statement* (Attachment A). Proposals that do not include the signed Prequalification Statement will be deemed nonresponsive.

Proposers must be capable of providing a 100% performance bond and a 100% payment bond for each Early Work amendment and for the full GMP, up to the Maximum Allowable Construction Cost of **$7,500,000**.

Proposals will be evaluated on the criteria and weights in Section 11.00, which include fee and costs, qualifications, experience, technical approach to geothermal and subsurface risk, site logistics and schedule, cost control, and PCEF compliance approach. Final ranking will combine written proposal, interview and reference scores as described in Section 9.00.

A non-mandatory pre-proposal conference and site walk will be held.
