ODOT Building M Sound Panel Replacement

The purpose of this ITB is to establish a Contract for replacing sound panels at ODOT’s Building M on Airport Road SE for the benefit of ODOT. The work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction Work in connection with the project described in the Contract Documents.

Required project dates

• SUBSTANTIAL COMPLETION: 2/15/2027
• FINAL COMPLETION: 2/21/2027

State prevailing wage rates (PWRs) apply to this ITB and the resulting Contract. The Work will take place in Marion County, BOLI Region 3.

**Bids must be submitted through the OregonBuys eProcurement system** prior to the “Bid Opening Date” and time listed in OregonBuys for this ITB. Bidder must be a registered Vendor in OregonBuys.

Award will be made to the responsible Bidder that submits a responsive Bid with the lowest total Bid Price. Award will be made to one Bidder only.

**Bid security** is **required**: each Offer shall be accompanied by a certified or cashier's check, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or Bid Bond payable to the State of Oregon in an amount equal to ten percent (10%) of the total amount of the Offer.

The selected Bidder shall furnish a Performance Bond and a Payment Bond each in the total amount (100%) of the awarded Contract Price.

The *First-Tier Subcontractor Disclosure Form* must be submitted with the Bid or by email within two working hours after Closing.

ODOT will not withhold retainage. Liquidated damages will apply to the Contract resulting from this ITB for failure to complete the project by the Substantial Completion Date.

An Offer is a firm offer, irrevocable, valid and binding on the Bidder for not less than thirty (30) calendar days from the Closing.
