Lower Gwynedd Township Traffic Signal Maintenance

Notice is hereby given that Lower Gwynedd Township will receive sealed online bids for Traffic Signal Maintenance. This contract includes traffic signal preventive and responsive maintenance services on Township’s traffic signals for two (2) years with an option to extend an additional year. Bid Documents are available online at no charge via PennBid.

The work to be performed shall consist of Preventive and Responsive Maintenance Service for Traffic Signals in Lower Gwynedd Township for the locations and types of equipment specified herein. The maintenance of the Traffic Signals will consist of the routine maintenance as outlined in these specifications, and the repair of any equipment that is malfunctioning or has been damaged for any reason. The Bidders shall have sufficient inventory such that any traffic signal can be repaired or replaced within the timeframe indicated in PennDOT Pub 191. The Bidder shall supply all material, labor, and equipment necessary to complete the maintenance in accordance with the specifications, whether expressly called for in the specifications or not, which are necessary to complete the work and ensure the signal’s proper function at the locations listed herein. All work shall be executed in the best and most workmanlike manner by qualified, careful, and experienced workers.

All bids shall be submitted electronically via the PennBid Program (https://pennbid.bonfirehub.com). No bid shall be considered after the time set for the receipt of bids.

Bids shall be submitted on the electronic *Form of Bid* furnished at PennBID. Submission of paper bid forms by mail, hand-delivery, fax, e-mail or other method will not be accepted and shall not constitute a responsive bid.

The following documents are **required** to be completed and submitted via PennBID prior to the time of opening:

• Non-Collusion Affidavit of Prime Bidder
• Form of Guaranty/Bid Bond
• Contractor’s Qualification Statement
• Public Works Employment Verification Form

Determination for the award of this contract will be per the following formula using the bid received for each item. The formula is [(Annual Preventive Year 1 + Annual Preventive Year 2)/2] + [30 X (1A+2A)/2] + [5 X (1B+2B)/2] = BID TOTAL.

Each bid shall be accompanied by a bid bond payable to Lower Gwynedd Township in the amount of not less than **ten percent (10%)** of the bid.

The contract, if awarded, shall be awarded to the lowest responsible and responsive bidder, as determined in accordance with the Second Class Township Code and other applicable law.

Each bidder must visit the site of the work and acquaint themselves with conditions affecting the work.
