This micro purchase will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Seller must quote all items in order to be eligible for award as a whole.

It is strongly recommended that vendors include all shipping and freight charges in their quoted prices for each item. This ensures a fair and transparent comparison of all proposals. Once the bid is awarded, vendors will not be permitted to change the pricing for the quoted items or add any additional shipping and freight charges.

If an alternate product is proposed, it is **mandatory** for the bidder to specify both the brand and model number of such an item. Additionally, comprehensive documentation detailing the proposed alternative must be submitted alongside the bid.

The seller is expected to comply with all specifications outlined in this document to be considered for the contract. Failure to meet these requirements may result in disqualification from the bidding process.

Quotes must be electronically submitted to PHLContracts by a seller with legal authority to bind the seller’s Company as that authority is more fully described in the *Consent and Authorization Agreement*. In no event will the City accept a Quote from seller unless City has received a duly completed and signed *Consent and Authorization Agreement* by the Submission Date specified in PHLContracts.

All terms and prices quoted shall be valid for 60 days from the Submission Date. The total amount of the Quote shall be less than **$45,000**, increased every City fiscal year by the percentage increase in the CPI-U from January 1, 2020, to the most recently published CPI-U, and rounded to the nearest one thousand dollars ($1,000).

The contract will be awarded to the lowest, responsible, responsive Seller. The term of the Contract shall commence on the Effective Date in PHLContracts and shall terminate automatically 365 days thereafter. All products must be delivered, at the prices quoted, FOB Destination Point.

• Workers’ Compensation – Statutory limits
• General Liability: $500,000 per occurrence combined single limit for bodily injury (including death) and property damage liability.
• Automobile Liability: $300,000 per occurrence combined single limit for bodily injury (including death) and property damage liability.
