Wetland Mitigation Credits (Stoney Run Park)

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), to be received no later than **Tuesday, November 10, 2026 at 2:00 pm** (local prevailing time).

The purpose of this Invitation for Bids (IFB) is to solicit bids from a qualified Contractor to provide Wetland Mitigation Credits within the Hydrologic Unit Code (HUC) 2080206 in Newport News (Lat: 37.14486, Long: -76.5453458) for the City of Newport News Engineering Department, in accordance with the terms, conditions, and specifications of this IFB.

The City is constructing nature trails at Stoney Run Park, including in areas classified as wetlands; 2.24 wetland mitigation credits for 1.12 acres of non-tidal wetlands shall be provided.

• Contractor shall be permitted to service where the project is located.
• Contractor shall guarantee for sale the availability of the amount of mitigation credits specified in this IFB.
• Contractor shall provide the required certifications regarding ownership, authorization to negotiate, and independent price determination.
• Contractor shall review the *Affidavit of Mitigation Credit Sale* and shall be able to execute said document.
• Bid is a single price for the mitigation credits, and includes all expenses associated with the sale of mitigation credits, such as attorney fees and closing costs, all of which will be the responsibility of the banker.
• Contractor shall submit a copy of the Geographic Service Area Map for the credits offered, which clearly indicates the bank's geographic service area.

All items are to be delivered within seven (7) calendar days from the date of the order (release) unless otherwise specified.

All bids shall be submitted sealed via the City’s e-Procurement Portal, OpenGov Procurement and be received no later than **Tuesday, November 10, 2026 at 2:00 pm**. Fax and Email transmittals will not be considered. Bids cannot be submitted after the due date and time noted above.

Bids will be publicly opened on the due date and time as specified herein, in the Office of Purchasing. A virtual attendance option is also available by using the link in the Timeline Section of this Invitation for Bids.

The City will make a single award, based on the Total Bid, to the lowest responsive and responsible Bidder.

Issuance of a Purchase Order shall constitute the contract.

The contract shall continue until completion of the project.

Prices shall remain firm for the entire project term.

The Contractor shall maintain adequate liability insurance. Contractor shall have seven (7) days from the date of the City’s request to provide insurance certificates and endorsements.
